Benefits of Malta Citizenship

Malta has been a member of the EU since 2004 and of the Schengen Area since 2007. The citizenship can be granted under an amendment passed in 2020 to the Maltese Citizenship Act by virtue of Legal Notice 437 of 2020 (Granting of Citizenship for Exceptional Services Regulations). The applicants may enjoy the residency status in Malta, which is granted for 36 months, whilst they wait for their residence period to pass in order to be eligible to apply for the citizenship. Eligibility

Both EU and non-EU nationals are welcome to apply. Citizens of Russia, Belarus, Afghanistan, the Democratic Republic of Congo, Iran, North Korea, Somalia, South Sudan, Sudan, Syria, Venezuela, and Yemen are countries that are not eligible to apply. This also refers to citizens of countries that are on the US travel ban or if a potential applicant has significant ties with the mentioned countries, he/she is also not allowed to apply.

The main applicant must be over 18 years of age. Dependents are considered spouse, unmarried financially dependent children under 29 years of age and parents/grandparents over the age of 55 years who are financially dependent from the Main Applicant.

Considerations

The total number of Naturalisation Certificates to be issued is 400 a year. Although regulations do not state the minimum days required to reside in Malta, we recommend spending a substantial amount of time whilst waiting for the application to be processed. It is of significant importance for the Applicants to create genuine links with the country.

Timeline

In order to submit a Citizenship Application, the Applicants first need to prove the residency in Malta of at least 12 or 36 months (depending on the route chosen). There is no obligation to reside in Malta whilst waiting for the residency term to pass, however, it is strongly recommended to spend as much as one can. Applicants who are nationals of or have close ties to the following listed countries shall not be eligible to apply. These countries are: Russia, Afghanistan, the Democratic Republic of Congo, Iran, North Korea, Somalia, South Sudan, Sudan, Syria, Venezuela, and Yemen.
The cut-off date at which point dependents are considered as eligible under the Regulations is the date when the eligibility application is submitted at the Agency.
The starting date for the residence period shall be the issuance date of the residence card. If more than one person is applying within the same application, the start date will be of the person last issued with the residence permit. All adult dependents who wish to apply for citizenship under the Regulations must hold a residence permit for the required periods.
The applicant should declare if they intend to go for the 3-year route or less when applying for the residence permit.
The Oath of Allegiance has to be taken by all adults and has to be performed in person in Malta.
Prospective applicants are required to be physically in Malta and build connecting factors during the residence period. These requirements shall be satisfied by providing documented proof. It is required that the applicant presents to the Agency his proposal on how he intends to create these connecting factors when presenting the eligibility application.
Requests for payment must always be done in one transaction and not split into multiple transactions. Payments for the residence permit shall be done by the Agent, whilst for the eligibility and the citizenship applications shall be done by the applicant through his personal bank account.
Residence cards will be renewed only once after the first three-year period.
Citizenship applications can be submitted after the stipulated residence period by all members within the application has been completed.
